Located on the west bank at the confluence of Dongmao River and Dajia River, near the geometric center of Tianlun Village, is the most densely populated area of the village. Bailing is currently a predominantly Han Chinese settlement. After crossing the Dongmao Bridge, passing the red iron bridge, suspected to be the Lileng Bridge, is the indigenous Lileng Tribe. In 1952, President Chiang Kai-shek visited this area to inspect the newly completed power plant and named it "Tianlun Power Plant." With the addition of the Bailing Canal and the continuous development of Baxian Mountain Forestry, this area was designated as "Tianlun Village," which has evolved into today's "Tianlun Li." However, the place name has retained "Bailing." Bailing Elementary School is located in the most densely populated area of the village. The school environment is beautiful and serene, and the campus retains the characteristics of the settlement. Activities such as archery, dance, weaving, and food and agriculture education allow children to blend with and coexist with nature.
