活絡閒置公有建物，提供產業發展需求之空間，並帶動地方整體發展，臺中市政府以委託經營方式合作開發，另公開招商募集民間、法人團體投資開發。本基地以引入複合式主題文化創意產業為主，本區臨近臺中相關之藝術、人文及新興商業活動區都在步行可達之範圍，可串連既有的綠園道及美術館文創商店以形成產業群聚效應，形塑臺中市園道文創產業廊道，並以生活、生產、生態三生共構的基礎，輔導青年族群進行微型創業。
The Taichung City Government has been entrusted with the development of the project, and it is also open to the public for investment from private citizens and organizations. The goal is to revitalize unused public buildings to provide space for industrial development needs and drive overall local development. The purpose of this venue to launch a themed multiplex for cultural and creative industries. The area is within walking distance of Taichung’s art, culture, and emerging commercial areas. It can be linked to the existing Greenway, the Museum of Fine Arts, and cultural and creative stores to create an industry cluster effect and shape a cultural and creative industry corridor in Taichung. It can also provide guidance to young people in micro-entrepreneurship on the basis of integrating lifestyle, production, and ecosystem.
