清水鬼洞興建於1942年，原名為「橫山戰備坑道」，從鰲峰山公園北側，通到大甲溪南岸的橫山北麓，歷史有將近70多年，是當地清水人昔日的記憶。
鬼洞是日治時代的軍事戰備地道，為了準備長期抗戰，於半山腰鑿山挖掘的防空戰道，長約200-300公尺，內擺設有床舖、洗手間、倉庫、辦公室、水電、電話等設施，裡面仍有少數保持良好的設施，坑道岔路多，詭異黑暗，再加上長期荒廢，無人敢進出，所以被稱為鬼洞。
在清水區公所、民意代表及各界積極推動之下，進行坑道的整理開發，坑道全長約有4公里，是日治時代駐軍的生活空間，坑道四通八達、冬暖夏涼，道內四面壁分別由鵝卵石、鋼筋及混凝土興建，極為堅固，不過目前只有部分對外開放。

Qingshui Ghost Cave was built in 1942 and was originally called "Hengshan War Preparation Tunnel". It leads from the north side of Aofengshan Park to the northern foot of Hengshan Mountain on the south bank of Dajia River. It has a history of nearly 70 years and is the memory of the local Qingshui people.
The Ghost Cave was a military combat preparation tunnel during the Japanese occupation. In order to prepare for the long-term war of resistance, the air defense tunnel was dug halfway up the mountain. It is about 200-300 meters long. It is equipped with beds, toilets, warehouses, offices, water, electricity, telephones, etc. There are still a few well-maintained facilities inside. There are many tunnels and forks in the cave, which are strange and dark. In addition, it has been abandoned for a long time and no one dares to enter or exit, so it is called a ghost cave.
With the active promotion of the Qingshui District Office, public opinion representatives and all walks of life, the tunnel was organized and developed.The tunnel is about 4 kilometers long. It was the living space of the garrison during the Japanese occupation. The tunnel extends in all directions and is warm in winter and cool in summer. The four walls of the tunnel are divided into Constructed of cobblestones, steel bars and concrete, it is extremely sturdy, but only part of it is currently open to the public.
