外埔分館矗立在甲后路三段上，白色主體建築採用垂直分割錯落，近觀立面整排窗景，簡潔俐落，為其贏得「小白宮」美譽。亦像一本本架上擺放的好書，等待民眾欣賞翻閱。
外埔分館外觀建築採用垂直分割錯落設計呼應外埔的田園印象，大面積玻璃幃幕納入遼闊的綠景與遠方火燄山及鐵砧山，使民眾充分體驗與山伴讀的悠閒。圖書館1樓樂齡區特別布置沙發、閱讀長桌、高度適宜的書架營造出家中客廳氛圍，讓長者舒適自在的閱讀；兒童閱讀區運用巧思與色塊，架構出一處歡樂的閱讀天地。沿著書牆樓梯迴旋而上，2、3樓簡約木質家具配上一方落地窗外遠山風景，到這裡看書也觀山，閱讀的幸福感油然而生。

The large glass ornament incorporates the vast green landscape and the distant Flaming Hill and Anvil Hill, allowing the public to experience the leisure of reading with the mountains. The library's 1st floor aging area is specially decorated with sofas, long reading tables, and bookshelves of appropriate height to create a living room atmosphere for the elderly to read comfortably; the children's reading area uses ingenuity and color blocks to create a happy reading world.
